I listened three or four times and can maybe make out what you are talking about.

To me it sounds like a bearing starting to go/seize - most probably in the starter.

But my hearing sucks and the clip is short :)
 
Sounds like a starter squeal on overrun. Time to dismantle the starter and lube 'er up. Or you might try a quick-n-dirty spray of the top bearing, just wind the bendix up by hand so you can get in there. Either a spray with some Teflon or advanced lubricant, or try a bit of motor oil. Synthetic would be better. Don't use WD-40 or any similar light lube, it's not gonna last or provide good lubrication.

It's very possible the lower bearing is dry and in that case you'll have to disassemble the starter to get at it. Be sure to make some match-marks on the top and bottom, to the starter armature, so you can get it assembled the same as it came apart. Check out the brushes and clean the commutator while you're in there.
