No spark

"83 Force 85hp outboard three

"83 Force 85hp outboard three cylinder (continuation of lost power)
Checked for spark again today and found that the bottom cylinder was not firing. We determined that the coil pack is working ok and it appears that the ignition module is not working. Would my local marina be able to bench test the ignition module if I took it off of the boat and took it to them. Is there anything past the ignition module that I should be checking?

Also, compression is good. I removed the spark plugs that were installed a month ago and they were black and sooty. what is casuing that to happen.
