no spark on lower port side plug

is it possible for a power-pak to go bad and supply spart to the upper cylinder and not the lower

I just repaced the coil and wire on the port side lower cylinder (it was the old style coil with an intgrated wire that was frayed)

its a 1981 evinrude 115 HP

it will start but it will not idle. so I started searching for problems and found the lower port side plug clean from not firing

You can swap powerpacks from side to side.---------------Is it clean from not firing or getting no gas ???------------Have you done a spark check ??--------each cylinder must fire a gap of 7/16" or so.

I tried the spark check and I get nothing on this cylinder.
it is getting fuel mixture
When I said clean I meant not slight burn like the others

I guess I'll try to move the power pack to the other side and see if the problem moves with the powere pack
