Nissan 9.9b2 thrust problem

Nothing wrong with the engine. When I accelerate the boat barley moves both forward and backward. When engaged in gear with the motor off the prop will spin. Is this a clutch problem or is there some sort of rubber or nylon gasket that works like a shear pin.
 
You likely have a spun prop hub. No shear pin, but sheared rubber allows you to "limp" home. To test, either install a spare prop, or mark a radial line across the hub, and see if it has moved in relation to the splines after operating the prop.
 
Is supposed to spin when off in gear but should have some ratcheting feeling to it. How big is the boat?
 
does have ratcheting small 14 ft alumincraft crappy jon jr.. Is the sheared rubber inside the prop.Does that mean I just need to get a new prop?I was barely able to limp home engine ran fine.
