New Gimbal bearing doesn't swivel!!

Just fitted a new gimbal bearing into my Alpha I Gen II.
Last time I did this, I put the alignment bar into the gimbal and give it a few gyrating rotations to centre it.
This newest one does not gyrate. Should it?
 
The bearing itself should have a hemispherical outer race that sits within an opposite hemispherical outer housing. This is what allows it to articulate in a 360° fashion.
 
I put these images together several years ago.
Hopefully they will help explain how the Gimbal Bearing allows itself to "self center" in a gimbal suspension drive scenario.

Thanks for the help. I pumped a load more grease in and finally I got the bearing to move in the gimbal and got it aligned perfectly.
Any idea on a diagram showing where the stainless continuity wires go?
I just need to connect them and I'm up and running.
 
By the way and FYI..... the term "Gimbal" refers to the double axis arrangement of the "gimbal ring" (vertical axis) and the "gimbal bell" (horizontal axis).

Although the bearing is housed within a hemispherical inner/outer housing (that allows it to articulate), it has no gimbal aspect to it.
