and my problem Im having is runs pretty good with hood off and once I put the hood back on dies like it starving for air Im thinking carb

Suggest you check it again. Use a magnifier!
Also give us a clue, what power is it?

Nearest I have found is 9422 (could that be an S not a 5 at the end) which is a 1964 9.5hp

Doubt if putting the cover on will starve it of air unless someone has blocked off the air inlets but if you have exhaust gas leaking under there then it will then die from breathing its own exhaust. Fairly common problem. Dont see any reason to suspect the carb."
