Mystery bolt

I have a 1993 Bayliner 19ft with a 3.0 mercruiser engine. I took the cover off to check the bilge pump and found this bolt. Does anyone know where it may belong.

that is the short bolt that holds your starter in place

Ayuh,.... Sure is, 1 of the 2 starter bolts,...
