Motor will not turn over!

I have a 1993 Marada with a OMC Cobra 4.3l inboard, the boat ran great when I parked it for the year. I had it winterized and now I went to use it and the motor will not turn over. The motor does nothing when I turn the key, so I jumped the solenoid and it just clicks but does not turn over. I put a brand new starter and solenoid in and when I jump the solenoid it still will not turn over and just clicks. Not sure what the problem is, Can anyone guide me with what may be wrong!!!!!
