Motor dies when I put the filter cover on

I’m new to boat motors and I have a 1989 40HP Evinrude, the fuel pump was bad so I replaced it, while I had the cowl and the intake cover off I got it cranked and idled good and throttled good, I let it do the for about 15 min then tried putting the intake cover on it died like it wasn’t getting air. What should I try? It has 2 carburetors about not sure how to adjust or even if that’s what I need todo. TIA

Have you checked to see if something is blocking the airbox itself?

Yes, it ran with the cover off the air box then killed when I put the air box cap on
