Modifications for water passages 93 and up

hi all does anyone know about these cooling passage mods for 93 and up 185 through 250hp loopers,per Mar Fab,also say water deflectors should not be replaced ,use substitute

well is it something we can do,or machine,what kind of what kind of water restrictors can we use if not to replace the same,i have 1/4" red ones,thanx
