Missing at 3000 rmps

I have a 89 OMC 3.4 liter. Have changed points cond. plugs and wires cap and rotor. Runs good out of water and up until 3000 rpms in the water. Then it just falls on its self. Any help would be appreciated.

It was running rough the last time it was in the water. That was last July. I'm not sure if it was the same syspotoms. I just rember it did not run well. That's why I did the tune up this spring. Trying to make it better.
 
is fuel new?carb could be gummed up from last year.Has fuel separator been changed?fuel filter on carb swapped out.Do a compression check first before buying anymore parts its cheap troubleshooting!!

Changed the fuel seperator. Have not changed the filter in the carb. It's been a few years on that one. I'll check it out.
