Tiller handle is in neutral, but rope handle wil not pull ?

Yeah. THat's caused by that dumb *ss system they used to prevent starting in gear. It gets a tad out of whack and it won't start period. I remove the mechanism responsible and toss it out with everyone that come through my shop. Won't hurt a thing.
