Does the PCM have to be programmed to the serial number on the engine.

It has to be programmed with the correct City ID for the DTS and smart craft to function. You will be dealer bound for this.

I saw some aftermarket readers come out on the market like 4 years ago in the $600 range - they definitely could pull the codes but may have been able to set things too. That might be worth looking into if are going to hang onto the engine for awhile and already need to invest $$ at the dealer.
