Mercury 70 Hp shift and throttle connector

Hello,
I am looking for help locating the connector/latch that hold the shift and throttle cable to the engine. I believe they have been upgrade to the Morse 33c adaption kit and not sure if this changes the securing system. I have attached a photo. I believe it was a heavy duty rubber strap but unsure. Thank for helping.

The piece right above folds down and lock the cables in place.----But it might be broken.-----Couple of zip ties work if you are on a time / $$ budget.

Those cables don't appear to be adjustable like the Mercury ones and that orange anchor might not fit into the clamp.
