Mercury 115 4-stroke trim problem

I have a 2003 Mercury 115 EFI 4-stroke
When sitting in the water the tilt works fine all the way up and down. If I tilt the engine up to any angle, as soon as I accelearte (even slowly) the engine will quickly tilt down to the lowest level. While moving, the engine will not trim up at all under power. Fluid is full, valve on side is tight.

Is the pump running on its own? If not then it is probably a pump/valve/seal problem.

Switch the relays to rule out a relay problem.

No the pump is not running on it's own. From what I can tell the pump is working fine.
When the boat is sitting still, the engine tilts up and down properly.
