Mercruiser New 4.5L 250HP reduce RPM

Hi,
the engine has only 60 Hours
its a SEARAY 21SPX -2016

engine was running up to 3500 RPM because wavy and windy weather...
after approx 3 hours trim was full down and try to accelerate to 4500-5000 RPM.
the engine was shaking and didn't over the 2800 RPM.
there was no alarm , temp and oil pressure where OK.
after 2-3 restarting the engine i was able to accelerate.

first of all is it a fuel or electric issue ? its seen fuel..
what do i need to check ?

Ayuh,.... The Contents of the fuel filter,.....

There should be nothin' in it but clean fresh gasoline,.....

i will replace with new filter (there are two..) for be on the safe side.

Ayuh,..... That should happen regardless, but examinin' the contents of the old 1 is a critical diagnostic tool,....
