Mercruiser 5.7 Alpha 1 Gen II steering problem

Hi All,
New to the forum here. I've searched for about an hour but couldn't find a post on our unique problem. I have a 1975 wellcraft nova with a Mercruiser 5.7 Alpha 1 Gen II that was installed in 1993. We replaced the long block in 2005. We recently had the power steering ram start to leak and needed to find a replacement. This was the rack that dated back prior to 1988 and is no longer in production. We were told to try to find a used one. We were fortunately able to find a used rack that appeared to be in good shape. We installed it and the when the motor is off, we can move the drive from side to side and the steering wheel moves along with it. When we started the boat for the first time, the wheel/drive immediately turned to starboard with an alarming force. When we turned the motor off, we could once again move the drive/steering wheel freely. Any suggestions would be appreciated.
 
Might also check the steering tube (where it exits the ram). There is a flat spot on it that must be vertical when the cable is tightened to the ram.
