gears in neutral, can obtain 5000 rpm. in forward can only get 3200 rpm. tilt in down position, trim tabs level, throttle full forward. prop clear, no debris. new fuel filter on engine and inline. new bottom paint.

Your engine does not like that...1800 RPM max. Are all plugs fresh and firing? Timing correct? If it is a 4 BBL carb are the secondaries opening? Spark arrester clean or clogged w/oil and debris?
