Merc 2005 15HP 4 stroke dies after few seconds - recently tank tested

Having checked the forum history before posting, it seems this question comes up frequently and the answer is a consistent "just clean the carb", but after purchasing this engine about a month ago I had it tank tested and it performed beautifully (with the shop's fuel line system). I guess anything is possible, but since it just performed so well a month ago in a shop, I'm hoping to avoid taking the carb apart if there's something else that could explain the behavior:

When I hooked it up to my brand new fuel line system, it runs for a few seconds, seems to ramp up quickly while in idle, and then dies. The bulb is still pretty firm afterwards. Choke setting, throttle setting seem to have no effect. My under-educated guess is air is getting in the line -- would something that cause it to ramp up and crap out as described?

Thanks in advance for any advice, very new to outboards!
