Mecruiser upper sterndrive locked up

"Hi, I removed my sterndrive because i was having an oil leak between the upper and lower units(oil leek in rear)my mechanic took apart the units and somehow the upper unit gears locked up and i need to replace the upper unit.(he said that he oil soaked the unit but it did not help.Has anyone ever experienced this problem.???"
