Mariner hard to start and inconsistent RPM

I have a Mariner 60 hp 2-stroke outboard from 1982. It has since long been hard to start in cold temperatures, but with some idle throttle it has worked out. The motor is stored outside year round. During the last year I have removed the powerhead to fix a shifting problem. I have also replaced the starting motor and cleaned the carbs. When I tried to start it recently it wouldn’t start without starting fluid. When starting it a second time just after having let it run for a minute or two, it started right away. However, when it was running, the RPM went up and down all by itself, as if the fuel stream wasn’t consistent.

Do you have any idea what can be causing this problem?
