Mariner 9.9 throttle arm broken....HELP !!!!

I just picked up this nice 9.9 Mariner outboard motor and somehow in transport the steering arm has snapped off. It appears to be a broken piece of plastic that went from the control arm to the motor and some of the arm itself. All the controls are intact inside the arm. Serial number 0G052744 (I think it's a 1994 tiller arm?) Two questions
1) Can this be welded together again or use something to apply to make it stay in place?
2) Does anyone have these parts in their arsenal and if so, what do you want for them?

Please help me out anyway you can. Thanks in advance, bluuzydude
 
Find the part # and google that.-----Post picture of broken piece.-----Likely some salvage places will have that part.
