Mariner 40hp impossible to idle low revs

I cannot idle my mariner 40hp under 1100 revs, I adjusted the idle screw and there's even a gap between the stop and the end of the idle screw, has anyone had something similar to this and I suspect that that's too high to be putting it into gear,any suggestions thanks

Cable controls, theyre set all the way back, maybe something go do with the screw that adjusts the fuel on the carboretor

Disconnect the cables from the motor and see if the carb closes all the way?
