Low compression

Hey guys, just bought a Yamaha 4hp outboard in supposedly "running" condition.
It will not start, has a good spark, tried Aerostart, wont even fire.
Compession tester shows around 40 psi when I'm pulling the starter cord by hand.
I know this is too low, I am a retired mechanic and know how engines work.
My guess is either, blocked exhaust, faulty reed valve, or worn rings, maybe from overheating.
Anyone with experience care to make a guess?
The motor appears to have had very little use, no corrosion anywhere, prop has hardly lost any paint.
Any tips would be greatly appreciated.

Great, I'm guessing the reed valve is very reliable, or if faulty doesn't effect compression?
I have attached a photo of the Yamaha ID plate
Model is 4AC, other numbers 6EO, S, s/n 145559

Reeds have nothing to do with compression in a cylinder on a 2 stroke.-----Remove exhaust cover to look at piston / rings.
