Johnson Timing advance roller adjustment

Hello. I have a 1999 115pleem. Changed powerpack, carb rebuild and water pump. Would not stay running after this, I noticed the roller wheel on the timing advance is all the way aft, It does not advance timing at same time as carbs open. What is the correct adjustment for this. Thanks for your help!!!
