Johnson 70 hp VRO electric tilt/trim issue

My motor will tilt up but won't go back down. Neither of the controls will work (on the motor itself and on the boat speed control lever). All of the wiring looks intact. Any ideas?

Model #... Year?

If that model has relays.... find the relay box (it'll be clicking)... switch the relays. If the problem reverses itself, one relay is faulty.
