Johnson 25 1999 carb.

The only way the engine will run is with the push to choke key in. The bowl is full, the engine will not pull the fuel out of the carb. To me it seems to need a rebuild, could something else cause this?

Model # of motor ?------There is very little that can go wrong with these simple carburetors.----Well if there is water in the fuel or dirt in the high speed jet it won't run.----Maybe all you need to do is clean the high speed jet ( orifice plug ) that you find in the carburetor bowl.----Did the motor sit for a number of years ?
