Had motor gone over new choke parts, Carbs re-built, new plugs, on and on.

Have t ried several starting porocedures. Pushing throtle forward then b ack to newtral. Pushing in key to prime coke. engine finally starts after numerous attempts. When warm engine restarts imediately. once it has cooled same old hard starting. Coud this be a fuel pressure problem? Fromtank to engine? Numerous attempts drains battery
 
Check to make sure that pushing the key in causes the choke butterfly to close while the key is in the ON (Not Running) position.

Engine starting procedure should be:

Pump the fuel primer bulb up hard..... Advance the throttle handle just a little, 1/8 to 1/4 increase..... Turn the key to the START position and hold the key is to activate the choke at the same time..... When the engine fires, release the choke.
 
He means the fast idle lever that you lift up. That is not a choke. It gives the engine a bit of throttle, similar to slightly depressing the accelerator pedal on a car. Don't be afraid to lift it, it won't bite. The choke is operated by pushing in on the ignition key and hold it in.

Make sure the manual choke is in "automatic" position.
