The throttle will not go below the white mark on the tiller controller. At first it would shift in all gears above the ideal set for when in natural, but now only shifts from idle to forward only, all above the idle speed for natural.
Where is the interlock between the shift level and the throttle limit?

Where is the interlock between the shift level and the throttle limit?

It's under the port side of flywheel. There is a throttle adjustment there where the cable end is fastened. Remove the long bolt, then adjust the length by spinning the bracket that the bolt you just removed, goes through. Your idle adjustment will be affected at the end of the tiller handle as well, so don't go too far or you will not be able to keep that adjustment within proper range.
