Idle trouble 40 hp evinrude e40eleia

I am new to this thread I hope someone can help me out. My kids bought me a fixer upper.. can`t get to idle . The rvo seems to have been blocked off.I can open the throttle, push in on the choke and get it to fire. I have to keep touching the choke to keep it running. I want to screw in the air mix valve but not sure of myself, Do I screw both in and adjust both carbs at the same time? Or leave the bottom alone and adjust the top?. I also noticed that when I move the throttle lever, nothing moves until I am about half way open. Do I need to adjust?

Fuel mixed at 50:1---------------Do a compression test and check that you have spark on both cylinders.--------------Having to use the choke indicates that the carburetors need to be cleaned.--------This is often the case when a motor has sat for some time with fuel in the carburetors.---Not hard to do.
