Idiling to high

I have a J150TLCIH that is idling to high. The butterflies are completely closed. The throttle cable is disconnected at the motor. Done the link and sync according to my manual. I have also installed a new timer base, new power packs new primer solenoid and new carb kits. When you start it up it runs 3000 rpms.

It was in place when I put the flywheel back on.

What torque value was used on the flywheel nut ?

have you tried blowing propane or spraying carb cleaner or other flamable material in and around motor / seals to see if you can find an air leak? OBVIOUSLY DON'T SPRAY NEAR CARB WHILE RUNNING!

Sounds like timer base is not returning to stop ...If you used a CDI part, they are bad about incorrect molding
