I have a 2006 Merc 9.9 hp that quits every now and then.

If I adjust idle screw it will stay running, but only with choke on. If I push choke in it quits. I tried to adj. choke but no change and without a tach
I don't know if the choke idle speed is to high or low. Anyway unless someone knows a fix for this I will take it to Mercury shop.
This is a bigfoot model. Some where I heard the 9.9 have carbs that are finicky. If so another reason to take to Mercury shop.
 
An aside, I noticed when I restarted motor later the tell tale was pulsing. I noticed water level was down about 2 inches, I added
more water and restarted the engine and it had a strong stream, so water level is critical.
I can keep motor running with idle adjusted high but when choke is shut off the motor still dies. Another observation was prop was turning clockwise when running. Yet when turned of I could manually turn prop freely in both directions. Water pressure caused?
