Mike was kind enough to shoot me a PM about this issue. The rocker control on the engine works fine, but not from the help for trim/tilt (twin engines, duel helm control). Working helm rocker switch shows 13.3v at white/black wire. Non-working shows 9.6v. I'm moving on to checking the harnesses behind the dash now. I'm guessing there's a bad connection or possible a short.
