Honda BF9.9A/15A not correctly winterized

Hello,

I have a 1990ish Honda BF9.9A/15A. Unfortunately it was not correctly winterized before last winter, and has sat in a basement for the past year. I believe it was literally just taken off of the boat and moved to the basement where it is sitting covered on a motor stand. I do not know much about engines, and so I guess I am just looking for general advice… How do I approach getting it up and running again?

Just start it up.---Check oil in lower unit .-Check oil in engine sump.--------Just start it up and if it does not run properly you may need to clean the carburetor.
 
Terrible engine ??--------Can you post more information on that.--------It does not take much to make an engine run poorly.--There could be a simple fix.
