Honda BF75 -1981 leaky carb

Hi there. I'm trying to diagnose a no start/poor start problem with my 1981 Honda BF75.
When I pump the bulb I get fuel leaking out of the port circled in red.
Is that normal?
I did get it running for about 10 seconds.
I did tear down the carb to clean it. But may not have done it properly.

Your float is set incorrectly or the float valve is stuck open. You need to make sure your needle valve (float valve) is in good shape and is closing down properly.

I've got the carb off now and will check the float and needle valve.

Cleaned carb and fuel pump.
Both had sticky residue in them.
I had cleaned the carb when I bought it in the spring.
Will change fuel lines and clean fuel tank as well.

Float adjustment seems ok, it's parallel when carb is upside down. Needle was fine but sticky.
