"This is a used engine which has been sitting on garage floor for past four years. Changed impeller, SP, oil, filter, lower end oil. Starts and idles fine. On first water test, develop only about 50% power at wide open throttle. In garage, butterflies open wide at WOT. Do I have carb or fuel starvation problem?

Secondarily, unit pees only when in water barrel. Running with garden hose and ear muffs doesn't work. Is there some rpm regulator that is frozen and low rpm linked to poor cooling?

Just went through an episode w

Just went through an episode with my bf5a... Had been sitting for over six months... Wouldn't run at higher rpm or handle a load... Coughed and died... Started back up fine... Problem was that previous owner never drained carb of fuel and fuel had turned into the varnish looking stuff... Cleaned carb really good... Everything has been fine since... Good luck.
