I need help i have mercury 80hp 4 stroke i changed the impaller and when i start the engine water won’t come out until i gear the engine and water comes out what is the problem??

It is very strange thing because when i put the trottle on gear the water comes out good and when i switch off the engine and start again the same problem happen
