Help! 1997 Omc cobra water pump air and not water.

Outdrive water pump, pumps air to thermostat housing but no water.
What do you do?
Already replace all seal's and gaskets and water pump.
How do I perform vaccum test on upper out drive?

Pull the hose between the pivot housing and the gimbal housing and inspect the fittings, same as the hose to the raw water pump all it takes is a small crack in either hose to keep the pump from self priming. I doubt it has anything to do with the drive unless the intake is plugged. Maybe a pressure test would be better. Put the muffs on the drive and clamp it fairly tight and then see if you see water dripping at any of the fittings or hoses?
