Greasing Engine

I finally got my 65272S all back together and I could hardly move the throttle.
Surprisingly, it wasn't the cable.
It was the throttle lever under the cowl. The grease inside it was sticky.
I separated it from the spark advance lever and I have cleaned up all the hardware including the throttle cam.

With everything greased and back together the throttle and spark advance move smooth and easy.

The throttle cam does not. It moves great until the bolt is almost tight. Final tightening of the bolt seems to squeeze the throttle cam.

Why??
Can I flatten the thrust washer a bit?

BTW - the service manual calls for lube at about 23 points on the engine. No actual instructions. Some of these lubrication points need to be
disassembled to clean and grease them. If you google search the topic, you will only get instructions on how to grease the tilt tube and the steering tube.
Nothing on lubing all the linkages under the cowl. The 60 day frequency also surprised me. I am a little behind.
