goo coming from breather tubes

Just purchased a 1990 boat with a 4.3 OMC motor. When I bought it I noticed the riser had a crack and a freeze plug had popped indicating it was not winterized properly.I repaired the riser with jb weld. I put a new freeze plug in. I put it in the water today and when I started it a milky goo started coming out the valve cover breather tubes next to the air cleaner. I opened the petcocks on bottom of block and those are clear water. Do I have a blown head gasket or a crack in the head? Also, how do I get the goo out. It looks like it is just in the top end for now… Help!

Ayuh,..... It's got a cracked block,....

Drain the water, 'n pressure test it with 10 psi of air,...

Then follow the sound to the crack,...
