gearhousing problem 2006 5 h.p Mercury

Removed the lower unit bearing carrier and replaced the oil seal and carrier bearing on my 2006 Mercury 5 h.p. 4 stroke. After reassembling and reinstalling the gear housing with prop shaft and prop as shown in the shop manual, the prop spun freely in both directions and would not go into gear regardless of the position of the shift lever, can't figure out what I may have done wrong. Any advice is appreciated.
