Gas problem with 99 60 hp Johnson

Johnson 60 cyl will run up to about half speed. Then acts as if it runs out of gas. Is this were the high speed jets kick in and could they be pluged? any ideas? Help thanks

"Jerry.... If the engine has been sitting for any length of time (a few months), it's always possible that the carburetors are fouled. You haven't mention anything about previous repairs so I'm assuming that the engine is a stock engine that nobody has been tinkering with? We may need some more detail.
