fuel problems

I have a 1997 40 hp mercury that doesn't seem to be getting fuel to the bottom carb. I've checked hoses for blockage. Reeds work fine. New ball. New lines. No obvious holes n diaphragm. Thought about putting an electric pump to force pressure. Any pointers???

Sounds like needle stuck...

In the carb? Nothing comes out of the bottom of the top carb unless I pump the ball. Fuel pump doesn't seem to b putting out much fuel.

If float or needle stuck it wont open to allow fuel into carb.

replace fuel pump,pumping bulb would be a substitute for the bad pump
