frustration setting carbs

On my 1972 50 hp evinrude I recently installed carb kits and a fuel pump kit and now trying to set idle speed in the water in gear engine is very tough and will not smooth out. I get close but upon pushing neutral it sounds good then slowly dies off. Did I mess something up with fuel pump or carbs maybe? It was suggested I adjust idle screw throttle stop but that's been the same for a lot of years so why adjust now?
 
One more thing to mention is when motor runs its best the idle speed adjustments screws are only open one half turn compared to what I've always remembered to be about a turn or turn and a quarter
