Excessive Idle speed 115hp 1983' V4

I put a new powerhead on a 1983' V4 115hp last season and it ran perfect. The hydraulic tilt went out at the end of the season and I pulled the boat early.

This season I re-installed the trim but found when I start the engine it runs at a high RPM Almost half to 3/4 throttle it feels like.

The throttle linkage is intact and should be at idle. The prime circuit isn't activated. The timing seems to be wehre it is supposed to be (I can manually push it back to where it runs warm and RPM's drop a bit until it begins to misfire. So I don't think timing is the problem.

It starts right off but just has HIGH RPM. Nothing changed in idle settings and the carb/throttle arms seem to be in idle position.

Any ideas?

Remove throttle cable at the engine and operate the throttle lever on the engine manually and see what happens.
