Evinrude 90 etec will not exceed 3200 rpm.

I was on a trip with my boat today. Everything seemed normal. On the way home again after stopping on an island for lunch, the engine would not go above 3200 rpm. There is no warning light or alarm. The engine seems to run fine, except that it does not want to go up in speed. Could there be water in the petrol? It is a 2013 Evinrude 90 etec (Not HO).

Do a cylinder drop test on it and that may tell you something.
