Evinrude 40 hp-question on impeller or seals

I have a 92 Evinrude 40 hp tiller. I put the muffs on yesteday to winterize it. It was not pumping water. I turned the motor off and backfed water down the tube to see if there was any blockage.

I started it back up and still no water. I could syphon it through but it would not pump on its own. To further complicate the issue, There was a milky type substance coming out from the prop seal area.

I didn't let the engine run long either time, but it ran fine. So my question is what should I check next? Impeller, some type of lower unit seal etc?

The stuff coming out the prop area is quite normal when running on a hose.---------------When running on a hose you may not always get water out the telltale.---------------------If this motor has never had a new impeller installed it is a good idea to do so now.--------------------Pressure test the lower unit to look for leaks.
