I have a 1994 Evinrude 15 hp motor. Model # E15RERE Will run fine, high speed, low speed, etc. but cannot turn it off or it will not restart until it totally cools off (seems like this).You have to wait between 1/2 hour to hour to restart. Repairman replaced impeller, spark plugs, shift rod connector, cleaned the carb. , installed new cam follower. I am trying to figure out what could be causing this so can try to fix it. Repairman said it did not do this in shop.​

Use a timing light to see if it has spark right after you shut it off.
