evinrude 1989 200 hp misses under 2500 rpm

Have replaced one power pack and have spark, checked timing and get to read 2 numbers at the same time, is this normal? on a 2 cycle.
replaced gas l ines and filters.

possible carb problems?

Test compression first

Thanks for your reply, I did check compression, it had 80 on all cylinders except one it was 75, no where could I find what compression should be only that all cylinder should within 10%

Sounds like you have a double firing pack. Replace it.

Its not a 1989 if it has dual packs....it a 1987. Possible timer base as bias wire for both packs are attached to it .There is a bias check for timer base on CDI website..
