engine will not idle up

I have an Evinrude 140, 1987, E140TXCUA.
Idle is low. Loosened nut and turned screw per Evinrude service manual.
I could see timer base move but did not change idle. Could timer base be going bad?
 
Is this something that happened all of a sudden ?-----These adjustments normally do not change.----Please do some trouble shooting before you start adjusting linkages.----------Do a compression test and check that you have spark on all 4 that jumps a gap of 7/16" or more.-----Heck this could be as simple as a bad spark plug or dirt in one carburetor.
 
A little history on engine;
fuel tanks brained and cleaned
filters changed
carbs rebuilt with new floats
new spark plugs
new cdi
throttle bodies cleaned
new fuel pump
new reed valves
engine had sit for 2 years before I bought it.
All problems have been fixed except for the idle needs to go up just a little
How should I set the idle up? I dont want to turn the wrong screw.
